To collect to sets you need to win bingo on each of these numbers 1/2/3, i.e if (player 1) has 5 wins on the number 1 and two wins each on the numbers 2 and 3, and (player 2) has 4wins on the number 1 and three wins on each of the numbers 2 and 3, then (player 2) would win the prize as they had collected the most sets.
